Website operators(intermediaries) in Korea hold certain responsibilities when it comes to moderating content within their websites, and may face legal action for the distribution of illegal information under applicable Korean law. If intermediaries value self-preservation and liability-reduction above all else as a result, there is a real risk that the internet users’ freedom of speech and right to know will be infringed.
In order to help intermediaries cope with such dilemmas and provide them with legal knowledge to aid their operations, Open Net has published a brief guideline titled ‘Content Moderation Guideline for Intermediaries’. Open Net hopes that the information will help intermediaries minimize the personal and societal harm from the distribution of illegal materials while providing an arena for the exchange of ideas free from constant surveillance and arbitrary intervention.
